In the typical RFP process, the "lowest responsive evaluated bidder" would be defined as the bidder who has met all the minimum qualifications of the RFP or has scored the highest based on the RFP evaluation criteria with the lowest submitted price for the contract. The submitted price from the bidder usually would be one of the criteria to be graded with the other qualifications outlined in the RFP. Therefore, the "lowest responsive evaluated bidder" is usually the highest-scoring bidder by default if using a standard scoring matrix for your evaluation process.

I want to ask what does "lowest responsive evaluated bidder" means in the FMP finance & business course, chapter 5, page 6, under "Bid evaluation". Because it has been mentioned that it does not mean the lowest priced bidder.
Does it mean the first provider to response to the bid and have all the qualifications to win the contract?
